Professional Bio
Co-Chair of IAIA’s Governance and Implementation Systems Section and Coordinator of the Environmental Protection Network’s NEPA/Infrastructure Team. President and founder of the Environmental Governance Institute international following a distinguished 43 year career at US EPA, last serving as Associate Director for Policy Analysis in EPA’s Office responsible for NEPA implementation and international capacity building. Co-founder of the International Network for Environmental Compliance and Enforcement for its first 18 years. Led public and private sector teams in US and other countries to reform and innovate implementation, policies, planning and procedures for environmental auditing, inspection, environmental assessment, monitoring, permitting, compliance and enforcement and intergovernmental cooperation. Developed reforms for accommodating both growth and environmental quality in the emissions offset policy for the Clean Air Act and permitting of new construction for all media. Developed and delivered international training in the Principles of Environmental Impact Assessment, Principles of Environmental Impact Assessment Review, and Principles of Environmental Compliance and Enforcement. Contributing author to the Treatise on Environmental Law, and numerous publications. BS from Cornell University with distinction majoring in biostatistics, Masters in City and Regional Planning from the University of Pennsylvania, Masters in Management from Stanford University School of Business, coursework at George Washington National School of Law.
